
Magic has always existed, but was mostly trapped inside the Earth, away from eager humans. But thirty-five years ago, North Korea, while testing a new kind of nuclear missile, inadvertently created a break in the barrier between our world and the magic world. Magic flooded the surface, creating the beginning of the Change. Entire families with an undetermined genetic abnormality woke up one morning to magic powers, from the ability to control animals to the ability to cause earthquakes or breathe fire.
The Change ushered in World War III, a war that was ten times as destructive as the first two, because the primary combatants were mages. In the aftermath of the war, the government put the onus of rebuilding on the mages, who climbed to wealth and power with the use of their new magic during the war. Most of the Families maintain private armies and own billion-dollar corporations, where sneaky, underhanded tactics are commonplace.
The Federal Magic Bureau was created to police these new powerful Families, staffed with strong and intelligent mages. It has its own problems, of course, like any government-created program, but the organization helps maintain the law that many powerful mages try to circumvent.
